This is because we are not simply a "link" site. A human being will look at your site, visit your links, read your content, and then write a detailed review. We simply cannot devote the time this process takes to non-paying sites. Non-profit groups can still submit for free, but will be reviewed as time permits. Non-profit sites may contain no advertisements and should be promoting a worthwhile cause in order to qualify for free inclusion. Sites that pay for inclusion will be listed within 5 to 7 days.
